There is likely to be a by-election in St Andrew's Ward within the next couple of months.  This has come about following ex Conservative Councillor DAVID CHARLES' sentence of six months (suspended) for down loading over 500 images of child porn.

This whole sordid affair has gone on for TWO years - he was initially arrested in 2006, but it was not until February this year that he admitted guilt and was eventually sentenced on 8 April. 

During all that time (2006 to 2009) he has continued as an elected member of Havering Council, which is a disgrace.  There is nothing in law that can be done; he could not be suspended as would happen in all other professions.
